Slow withering, not catastrophe. The stake was made and lost; labour has been abandoned; everything sinks into sloth. The venture rots from the root, investments go to waste.
The image arranges the disks in the geomantic figure 'Rubeus' — the most hideous and threatening of the sixteen. The overall atmosphere is one of Putrefaction: diseased, failing plants in the background. The four colours of Netzach are visible, but stained by a malignant dark blue and reddish-orange. The suit symbols themselves are Saturnine lead disks: 'bad money'.

Interpretation
The Seven of Disks corresponds to Netzach in the element of Earth and carries the title 'Failure'. Netzach is doubly unbalanced, and all four Sevens signify the degeneration of their element. In the Earth suit, the most passive, there is no positive force below the Abyss, and Saturn adds a relaxing, withering effect.
Unlike the other Sevens, here there is neither effort nor even sleep: the stake was made and lost — that is all. Labour itself has been abandoned; everything sinks into sloth. Upright this means the failure of an undertaking, fruitless investments, a venture that has died on the vine. Not a dramatic catastrophe but a slow withering: the project rots, the money goes to waste, the will to act drains away.
The card warns of the temptation to give up — it is precisely the abandonment of labour that completes the failure. The counsel is either to invest fresh labour or to honestly acknowledge that this ground is exhausted. The card's crisis nature is a trial in which defeat is possible; in this reading the ruin of hopes and the threat of losing what was invested come to the fore.
The card is the earthly counterpart of the Seven of Wands and the Seven of Cups Seven of Cups: all Netzach cards speak of the weakness of their element. This is the dark descent after the Six of Disks Six of Disks ('Success'). Notably, 'the fullness of the affirmation of Matter' prepares the explosion of a new cycle — compare with XV the Devil The Devil and the Eight of Disks Eight of Disks ('Prudence'), which corrects the error.

Advice & forecast
✦ The card's advice
Do not give up thoughtlessly — it is precisely the abandonment of labour that completes the failure. But do not persist in a venture that is already dead: honestly examine what is going wrong. The choice now is simple and hard at once — either invest fresh labour in what can still be saved, or acknowledge that this ground is exhausted and let it go. Do not wait endlessly for things to resolve themselves; do not wear out your patience with empty waiting. Acknowledge that part of what you invested is already lost, and decide soberly where to direct the remaining energy.
🔮 What the forecast holds
Ahead — stagnation and decline if nothing changes: the venture withers, investments have not paid off, energy is failing. This is not a sudden catastrophe but a slow rot — the project stalls, money goes to waste, the will to act collapses. The card warns of the ruin of hopes and the threat of losing what was invested. But within the very fullness of matter's affirmation a new cycle ripens: the decline may become the floor from which you push off, if you apply labour and reason in time.
↓ Seven of Disks reversed
Reversal is conditional. Here — either the first glimmer of a way out (recognition of futility finally pushes toward action), or, on the contrary, a deeper apathy and the devaluing of one's own efforts. Sometimes — persistence in a venture that is already dead, the refusal to accept that the investment will not return. The shadow of 'not the right time': not waiting endlessly for things to resolve themselves, not testing your patience — better to honestly assess what is going wrong.

How it differs from Waite
Rider-Waite-SmithSeven of Pentacles
vs
Thoth TarotSeven of Disks
This is a rare case where the decks diverge on the very character of the card. In Waite the Seven of Pentacles shows a farmer leaning on his hoe, waiting for the fruits to ripen: the card is positive, saying that time is working in your favour and the long-awaited result will come if you have the patience. The Thoth Seven of Disks under the name 'Failure' is the opposite — the ruin of hopes and the loss of what was invested. The same number, the same element — yet here, waiting turns not into harvest but into decline.

Symbolism & correspondences
Saturn in Taurus, Sephira Netzach, element of Earth. Saturn adds a relaxing, withering effect to the most passive element; its leaden disks are 'bad money'. There is neither effort nor sleep here — the stake was made and lost; labour has been abandoned. This is the degeneration of the element, withering and stagnation — yet also the extreme point beyond which matter prepares the explosion of a new cycle.
